EU Chief Ursula von der Leyen recently spoke at the Copenhagen Democracy Summit, but her message raised more questions about freedom of speech than it did about democratic values. Echoing calls to counter the spread of “disinformation,” she highlighted a new strategy: “prebunking”—a form of mental inoculation aimed at creating immunity against what the EU deems “harmful” views.

Immunizing the Masses Against “Wrong Thinking”

Von der Leyen’s call to “vaccinate” the population against so-called “wrong thinking” has unsettling implications. Unlike traditional debunking, which aims to correct falsehoods after the fact, “prebunking” is a method designed to preemptively shape public perception, creating resistance to information the EU might consider subversive. “Prebunking is the opposite of debunking. In other words, prevention is better than cure,” von der Leyen explained. By comparing ideas to a virus, she effectively frames dissenting opinions as a societal illness that must be eradicated.

The concept is clear: the EU wants to equip its citizens with an automatic defense mechanism against any content that could lead them to question official narratives. Yet this seemingly innocuous goal of “immunity” raises concerns about the limits on what European citizens will be allowed to think, say, or even believe.

Enforced “Mental Vaccination” or Informed Choice?

What does “prebunking” truly mean for free and open debate? Von der Leyen’s approach seems less about empowering citizens and more about enforcing ideological conformity. By presenting this as a “vaccine” against disinformation, the EU is steering the public away from independent thought, guiding them toward officially sanctioned beliefs. This notion that opinions outside EU orthodoxy need to be filtered out before they even take root suggests a chillingly paternalistic view of governance—one that prioritizes control over enlightenment.

Von der Leyen’s approach eerily echoes the concept of “wrongthink” from George Orwell’s 1984—where certain thoughts are deemed dangerous merely for diverging from state-approved doctrine. In Orwell’s dystopia, the ruling party enforced conformity through “thoughtcrime” and the Thought Police, ensuring citizens could only entertain sanctioned ideas. Now, with the EU’s push for a mental “vaccine,” von der Leyen’s vision inches closer to creating a population pre-conditioned to avoid critical thinking and dissent. By casting questioning views as a viral threat to society, the EU is drifting dangerously close to the type of authoritarianism Orwell warned of—a society where independence of thought is an “infection” to be eradicated.

A healthy society depends on open debate and the clash of differing ideas, not a population “immunized” against challenging views. Von der Leyen’s rhetoric appears to reflect a desire to eliminate dissent, making it easier for the EU to maintain control over public sentiment.

The Risks of “Injecting” EU Narratives

If ideas are now viruses, then the EU’s “vaccine” approach leaves citizens dependent on narratives pre-approved by bureaucrats, stripping away any genuine freedom to explore controversial or critical perspectives. How many citizens will be caught in the trap of this mental “inoculation,” unable to engage with information that challenges EU doctrine?
