California governor Gavin Newsom signed a bill that allows children from any state in America to travel to his state for transgender medical procedures — and potentially without parental consent.
Medical procedures include hormone blockers, surgery (genital mutilation), and cross-sex hormones for minors.
“In California we believe in equality and acceptance. We believe that no one should be prosecuted or persecuted for getting the care they need — including gender-affirming care,” Newsom said, as reported by The Daily Wire.
“Parents know what’s best for their kids, and they should be able to make decisions around the health of their children without fear. We must take a stand for parental choice.”

Newsom signed into law the “transgender state of refuge bill,” that provides a sanctuary to minors from other states who want sex-change surgery.

The bill is being framed positively by those who support giving irreversible surgery to children suffering from gender dysphoria.
Parents who live in states that prohibit the procedures can now visit California to get their child “gender affirming care,” meaning transgender surgery.
However, critics suggest this law will also allow confused children to mutilate their bodies without their parents’ consent, effectively transferring power from parents to the state.
“Not only does it violate parents’ fundamental rights to direct the upbringing of their children, it also violates federal law on child custody and jurisdiction because it basically supersedes the federal law that gives jurisdiction to states on child custody matters,” said Emilie Kao, a lawyer from Alliance Defending Freedom.
“With this law, California is basically saying it can take temporary emergency jurisdiction over any child from anywhere if there’s a disagreement between a parent and the state of California over how to treat a child’s gender distress,” she said.
