Undercover footage shows Chinese-American Planning Council officials advising on how to avoid ICE enforcement during activist sessions while receiving federal funds.

A newly released undercover video from Real Muckraker reveals that the Chinese-American Planning Council (CPC), a taxpayer-funded nonprofit organization, conducted a session instructing attendees on how to evade U.S. Immigration and Customs Enforcement (ICE) actions. The session took place during a radical activist meeting in New York City, and the CPC currently receives more than $900,000 in federal funding.

Carlyn Cowen, Chief Policy and Public Affairs Officer at the CPC, was recorded in the video explaining methods to avoid ICE enforcement. “Number one is hardening your physical space. Number three, identifying a list of individuals that are authorized to respond if ICE comes to the door and then have a clear protocol,” Cowen stated during the session.
The footage, published by Real Muckraker, showed detailed instructions being provided to attendees on how to protect individuals residing in the U.S. illegally. CPC’s session included participation from other immigration advocacy groups including the New York Immigration Coalition.

Janice Northia, Community Engagement Manager for the New York Immigration Coalition, was also captured on video advising illegal immigrants about their rights. “You have the right to remain silent and not answer any questions. You can refuse searches of your person such as your home, your belongings and you cannot be arrested or detained for no reason. All of these rights are completely under attack,” she said.
CPC has longstanding connections with prominent New York Democrats including Senate Minority Leader Chuck Schumer, Rep. Dan Goldman, and Governor Kathy Hochul.
Former Acting ICE Director Tom Homan has consistently warned against actions that aid and abet individuals in violating federal immigration laws. In a prior instance, Homan stated publicly that he formally requested the Department of Justice to investigate Rep. Alexandria Ocasio-Cortez for allegedly helping illegal immigrants avoid federal enforcement efforts.
