Police departments across the U.S. are utilizing AI-generated personas developed by a company called Massive Blue to gather intelligence on suspected criminals and political protesters.

Police departments across the United States are employing AI-driven surveillance tools to gather intelligence on criminal suspects and protesters through realistic virtual personas, according to documents obtained by 404Media.

The technology, created by New York-based company Massive Blue, is called Overwatch and is marketed as an “AI-powered force multiplier for public safety.” It allows law enforcement agencies to deploy AI-generated online personas to engage with targets via text messages, social media platforms, and encrypted messaging apps.

Internal presentations from Massive Blue revealed the variety of AI personas available to police departments. Examples include a “radicalized AI protest persona” posing as a 36-year-old divorced woman interested in activism, a 25-year-old “honeypot” persona of Yemeni descent, a 14-year-old boy “child trafficking” persona, an “AI pimp persona,” and profiles such as “college protestor” and “recruiter for protests.”

The stated objective of the Overwatch program is to interact with suspects to collect intelligence that may lead to arrests. However, the inclusion of “protesters” as targets alongside suspected criminals has raised serious concerns about potential threats to First Amendment rights and the risk of overreach in law enforcement surveillance.

Police departments are reportedly paying hundreds of thousands of dollars to access these AI tools. Despite the investment, the technology has not yet led to any documented arrests, based on public records. The Yuma County Sheriff’s Office in Arizona, which had a $10,000 pilot contract with Massive Blue, ultimately decided not to renew, stating that the program “did not meet our needs.”
