The United States has deported hundreds of foreign gang members to El Salvador under a newly established agreement between the two countries, with the individuals now confined in the nation’s highest-security prison, Salvadoran President Nayib Bukele announced Sunday.

A flight carrying 238 members of the Venezuelan gang Tren de Aragua and 23 MS-13 operatives, including two high-ranking leaders, landed in El Salvador and the men were swiftly transported to the Terrorism Confinement Center (CECOT) in Tecoluca, Bukele said.

Video footage released by the Salvadoran government showed heavily armed soldiers and law enforcement officers escorting the gang members off the plane, loading them into armored vehicles and buses, and transporting them to CECOT, where many had their heads and faces shaved upon arrival.

According to Bukele, the gang members will be detained at the supermax facility for at least one year, with possible extensions depending on contract renewals. “The United States will pay a very low fee for them, but a high one for us,” Bukele explained.

He noted that over time, this transfer program, in conjunction with El Salvador’s Zero Idleness initiative—which places over 40,000 inmates into labor and workshop programs—is expected to make the nation’s prison system financially self-sustainable. “As of today, it costs $200 million per year,” he added.

Constructed in 2022, CECOT is a key component of Bukele’s broader anti-crime campaign, which has resulted in the near-eradication of MS-13 and other criminal organizations in El Salvador.
