President Donald Trump on Tuesday ordered the immediate declassification of all FBI records related to the Crossfire Hurricane investigation. The announcement was delivered through a formal memorandum presented by White House advisor William Scharf.

In a decision that could have sweeping implications, the directive targets the remaining classified elements of the Crossfire Hurricane probe—the counterintelligence operation opened in July 2016 by then-FBI agent Peter Strzok. That investigation, which targeted the Trump campaign over alleged connections to Russia, was initiated based on unverified third-hand information. Judicial Watch later obtained the original “electronic communication” document through a FOIA lawsuit, which exposed that the FBI opened the probe despite lacking verified intelligence.
The document, authored by Strzok, stated that Russian operatives were purportedly seeking “prominent members of the Donald Trump campaign in which to engage to prepare for potential post-election relations should Trump be elected U.S. President.” The memo formed the basis for launching Crossfire Hurricane and was previously released in redacted form.
Special Counsel John Durham’s 2023 final report concluding the investigation determined that the FBI had no verified intelligence when it opened the case against Trump. The findings fueled renewed calls for full transparency and the public release of all related documents.
President Trump had already declassified a binder on January 19, 2021, which included hundreds of pages detailing the conduct of federal officials and intelligence actors involved in the investigation. That binder, described as containing highly sensitive and potentially damaging information, became the subject of renewed interest in August 2022 following the FBI’s unprecedented raid on Trump’s Mar-a-Lago residence.
Sources connected to the matter claimed that the FBI raid was aimed at locating a “missing top-secret binder,” reportedly containing evidence of CIA and FBI coordination under the Obama administration to initiate the Russia collusion narrative against Trump. The binder allegedly includes intercepted communications targeting Trump campaign aides, tasking orders for Christopher Steele and Stefan Halper—the FBI’s central human sources—and the final FISA warrant approved by a secret intelligence court.
Additional materials cited in the binder detail the involvement of Fiona Hill, the former National Security Council official who played a role in connecting Steele to federal investigators.
