Elon Musk, head of the Department of Government Efficiency (DOGE), made a secret visit to the National Security Agency (NSA) headquarters, where he reportedly discussed staff reductions and operational changes, according to The Wall Street Journal.
The meeting at Fort Meade, Maryland, marks Musk’s first known engagement with a U.S. intelligence agency since joining President Donald Trump’s administration. The visit follows his recent calls for an NSA overhaul.

One official described the talks as “positive”, while another noted it was unclear whether Musk inquired about specific military or intelligence operations during the meeting.
Musk’s Push for Government Overhaul
The visit came one day before the deadline for federal agencies to submit their reorganization plans under Trump’s government efficiency initiative.
An NSA spokesperson confirmed that Musk met with NSA Director and U.S. Cyber Command leader Gen. Timothy Haugh, though DOGE did not confirm the meeting.
Haugh, who leads both agencies under the Department of Defense, has been overseeing cybersecurity and intelligence operations, areas Musk has suggested require significant modernization.
Musk previously described DOGE’s mission as improving outdated federal technology, stating at a recent cabinet meeting that “the software doesn’t work” and that many government systems are “extremely old” and unable to communicate effectively.
Federal Workforce Reductions and Intelligence Reforms
While Musk has framed DOGE’s priorities around technological modernization, the department has already been leading major reductions in federal workforce.
Among the most notable moves:
- The closure of the U.S. Agency for International Development (USAID) as part of government efficiency measures.
- A streamlining initiative to eliminate redundant positions across agencies.
- A push to improve cybersecurity and reduce reliance on legacy IT systems.
Musk has emphasized that these reforms are necessary to “fix a broken system,” but critics argue that cutting personnel too aggressively could impact national security and intelligence-gathering efforts.
