President Donald Trump signed an executive order halting federal funds to any school or university imposing COVID-19 vaccine mandates, fulfilling a key campaign promise to protect medical freedom in education.

On February 14, President Trump issued an executive order prohibiting federal funding for educational institutions requiring COVID-19 vaccinations for in-person attendance. The order directs the secretaries of Education and Health and Human Services to develop compliance guidelines, create a plan to end existing mandates, and compile a report on non-compliant schools. Institutions targeted by the order include educational service agencies, state and local education agencies, elementary schools, secondary schools, and universities.

“President Trump is committed to protecting personal freedoms and ensuring that Americans’ education isn’t conditioned on unnecessary government mandates,” stated a White House fact sheet. “He is dedicated to ensuring that American students are not forced to choose between their education and their medical freedom.”

Trump’s campaign stance against COVID-19 vaccine mandates gained momentum in the 2024 presidential race, during which he declared at a Richmond, Virginia rally that he would “not give one penny to any school that has a vaccine mandate or a mask mandate.” His campaign clarified that this policy specifically targeted COVID-19 vaccine requirements.

This executive action follows Trump’s earlier revocation of former President Joe Biden’s federal vaccine mandates for certain workers, contractors, and international travelers. In his first week back in office, Trump reinstated service members dismissed for refusing the COVID vaccine, restoring their full back pay and benefits.

Although Trump has opposed COVID-19 mandates, he continues to recognize the role of “Operation Warp Speed” in fast-tracking the vaccine’s development during his first term. Trump stated in a Truth Social post that his administration’s efforts “delivered the vaccine at record speed,” taking credit for the scientific achievement.

At the 2020 Operation Warp Speed Vaccine Summit, Trump emphasized the accelerated timeline for the vaccine’s approval. “The gold standard vaccine has been done in less than nine months,” he said. “Normally, it would take five, six, or seven years—or more—to develop a vaccine. But we’re just days away from FDA authorization.”

The mRNA vaccine’s swift development has faced criticism from some, including individuals reporting side effects. Others have questioned the adequacy of testing before distribution. Despite these concerns, the Centers for Disease Control and Prevention maintains that the vaccine is safe and effective.

Trump’s executive order is a significant policy shift, further cementing his administration’s efforts to roll back COVID-19-related mandates and align federal funding policies with his campaign promises.
