A report produced by the European Union (EU) has called on the bloc to create a new Europe-wide spy agency to fight against sabotage and other foreign threats. Former Finnish President Sauli Niinistö submitted the report to the European Commission President Ursula von der Leyen.
Niinistö calls on the EU to create a “fully-fledged intelligence cooperation service at the EU level that can serve both the strategic and operational needs ” and adds that a network is also needed to prevent the sabotage of critical infrastructure.

President Von der Leyen reacted to the report by saying, “We should build on improving the flow of information, information gathering, and intelligence gathering.”
It is unknown what form an EU-wide intelligence agency would take, as member states currently run their own intelligence operations. Cooperation among Western intelligence is not unknown, but a single Central Intelligence Agency (CIA) style entity would pose questions around accountability to elected national governments.
In recent months, Russia, which the EU sanctions, has been blamed for alleged acts of sabotage across Europe, including allegations that Russians planted bombs in packages meant to be shipped by air.
