In a press briefing alongside Hungarian Prime Minister Viktor Orban on Tuesday, Peskov stated, “It is almost impossible to worsen [relations] further, as they are at their historically lowest point.” He explained that the Kremlin sees a potential shift in U.S.-Russia relations depending on how the new American leadership approaches foreign policy. The Russian official emphasized that Moscow regards the United States as an “unfriendly country” and cited the ongoing conflict in Ukraine as a direct challenge to diplomatic ties, as reported by Reuters.

Putin’s administration has criticized the Biden-Harris administration’s approach, which it sees as confrontational and increasingly distant from the concept of diplomatic solutions. He noted, “[President] Putin has repeatedly said that he is open to constructive dialogue based on fairness and equality,” adding that the Kremlin will await concrete policy steps from the Trump administration in January.
