In a bold move to streamline federal operations, Senator Joni Ernst (R-Iowa) has submitted a detailed plan to the Department of Government Efficiency (DOGE) co-chairs Elon Musk and Vivek Ramaswamy, highlighting over $2 trillion in proposed cuts to federal spending. The letter, which spans seven pages, identifies specific areas of waste, fraud, and abuse. It offers actionable recommendations, including reallocating unspent COVID relief funds, addressing redundant programs, and eliminating excessive infrastructure costs. Ernst’s effort underscores her decade-long commitment to reducing government bloat and improving fiscal accountability.
“When faced with proposals to trim the fat from Washington’s budget, members of Congress act like Goldilocks—it’s always too hard or too much,” Ernst wrote in her letter. “If you can’t find waste in Washington, you didn’t look.”

Proposed Cuts Highlighted in Ernst’s Plan
Key areas identified in the plan include:
- Unused Federal Space: Ernst pointed to millions wasted on maintaining and leasing empty office spaces, echoing findings from a previous report.
- Unallocated COVID Relief Funds: Over $1.6 trillion in uncommitted COVID relief spending remains unutilized, according to Ernst’s analysis.
- Erroneous Payments: The plan identifies $10 billion in overpayments under the Supplemental Nutritional Assistance Program.
- Infrastructure Projects: Three California rail projects with a combined price tag of $135 billion were highlighted as areas for potential elimination.
Ernst also revisited recent examples of wasteful spending, including instances of improper locality pay for remote workers. She previously pressed USAID over such practices and introduced the Stopping Home Office Work’s Unproductive Problems (SHOW UP) Act to address inefficiencies in telecommuting.

DOGE’s Mission and Collaboration
Ernst’s proposal aligns with the broader objectives of DOGE, which aims to streamline federal operations under Musk and Ramaswamy’s leadership. Trump established the agency to identify inefficiencies and introduce cost-saving measures across all government sectors.
On Nov. 12, Trump announced Musk and Ramaswamy’s appointments to DOGE, calling them “super high-IQ small-government revolutionaries.” Ernst has also launched a Senate DOGE caucus to complement their efforts and ensure legislative backing for recommended cuts.
“My decade-long mission to make Washington squeal has created an exhaustive list of more than $2 trillion worth of waste, fraud, and abuse that I will work with DOGE to cut,” Ernst said in a statement.
