DATA: Statistically Significant Number of Noncitizens Voted in Past Elections

New survey data suggests a significant number of noncitizens are voting in American elections in contravention of federal law. According to Rasmussen Reports, 97 percent of noncitizens polled acknowledged having voted for a candidate in the 2020 presidential election. Additionally, 79 percent of those unsure of their citizenship status said they voted for a presidential candidate in the last election.

Rasmussen Reports polled surveyed 2,466 likely U.S. voters, of whom 222 either stated they were noncitizens or did not know their citizenship status—meaning 10 percent of the sample had dubious legal voting status. The data lends credence to concerns that not only are noncitizens voting but that they make up a large enough portion of the electorate to impact federal and state races.

The National Pulse reported this past May that a review of prosecutions against noncitizen voters in North Carolina found they voted for Democrats by a three-to-one ratio. Additionally, one of the federal attorneys who handled most of the North Carolina prosecutions revealed election officials in the state appeared to register noncitizens they believed would likely support Democrat candidates. In one instance, a noncitizen’s voter registration was accepted only after it became clear he intended to vote for Hillary Clinton in the 2016 election.

Concerningly, a number of Democrat-controlled state and local governments have removed measures that would prevent noncitizens from casting ballots illegally. In Pennsylvania, a 2018 directive appears to contravene a federal law that requires that a voter’s driver’s license or social security number listed on their registration form match those provided in a government database. Meanwhile, in California and South Carolina, noncitizens who apply for government assistance programs are being automatically sent ballot applications.
