ANKARA, Turkey — A Turkish lawyer has filed a criminal complaint against two top U.S. generals, accusing them of involvement in the July 15 coup attempt by members of the Turkish military.
The complaint, which has to be accepted by Turkish prosecutors before any action is taken, was filed Tuesday and names Gen. Joseph Dunford, the chairman of the U.S. Joint Chiefs of Staff; Gen. Joseph Votel, the top U.S. commander for the Middle East, and U.S. National Intelligence Director James Clapper. It alleges that the American officials conspired with a faction of the Turkish military at Turkey’s Incirlik Air Base, a key hub for U.S. military air operations against the Islamic State group in nearby Iraq and Syria.
Turkish fighter jets and refueling tankers used in the coup attempt came from Incirlik, according to the complaint.
It comes just days after Votel issued an unusual statement denying the conspiracy theories that were circulated in Turkish media. “Any reporting that I had anything to do with the recent unsuccessful coup attempt in Turkey is unfortunate and completely inaccurate,” Votel said in a July 29 statement issued by U.S. Central Command.
Questions about whether the U.S. was involved in the aborted putsch and which specific American officials and retired military were supporting the coup plotters continue to poison relations between Washington and Ankara. Not only have Gens. Dunford, Votel and DNI Clapper been accused in a complaint filed with Turkish prosecutors, but alternative press researchers led by former FBI Turkish-Azeri translator Sibel Edmonds have named retired Gen. John F. Campbell as Washington’s primary point man for the coup.
Another name which is familiar to those RogueMoney readers who closely followed the aftermath of the Boston bombing also keeps coming up as an American apologist for the Fetullah Gulen network blamed by Ankara for the coup: former CIA Turkish and Caucasus specialist Graham Fuller. Mr. Fuller, according to German-American researcher F. William Engdahl, had a daughter who was married to and then divorced the two Tsarnaev brothers ‘Uncle Ruslan’:
The central question is who is Graham Fuller? The answer turns out to be that he was perhaps if not THE most instrumental, one of the most instrumental people inside the CIA during the 1980’s who convinced CIA Director Bill Casey and the Reagan Administration to recruit fundamentalist Muslim Salafists or Jihadists from Saudi Arabia, Pakistan and elsewhere, train them in techniques of guerilla insurgency and send them against the Soviet-occupied Afghanistan. They were called Mujahideen.  One of the more famous of those Mujahideen was a young Saudi from a very wealthy family named Osama bin Laden. In a sense then we might call Graham Fuller the “Godfather of Al Qaeda.”
Fuller was also the key CIA figure in convincing the Reagan Administration to tip the balance in the eight-year-long Iran-Iraq war by using Israel to channel weapons to Iran in what became the Iran-Contra Affair. As well, in 1999, around the time his daughter Samantha and “Uncle” Ruslan Tsarni (aka Tsarnaev) lived at his home near Washington, Fuller, former Deputy Director of the CIA’s National Council on Intelligence, then a senior figure at the Pentagon and CIA-linked neo-conservative RAND corporation, advocated using Muslim forces to further US interests in Central Asia…

Farrell does a good job of summarizing what we know about the failed coup and how Turkey is pivoting towards Russia as a consequence, citing the Greek and Cypriot sources of Dances With Bears journalist John Helmer (Helmer’s blog posts are regularly republished at Russia Insider). Nonetheless, the best summary we’ve seen so far of who the players were behind the coup and what they hoped to achieve and how Moscow is responding appeared several days ago in the Russian language geopolitical publication Aspecto.
Southfront’s ‘Borislav’ has translated this article from a Bulgarian author. It almost goes without saying that even when Turkish analysts wish to be truthful they must speak and write under not only the constraints imposed after the coup by the paranoid purges of the Erdogan government, but also the anger or potential cutoff of invitations from their ‘sworn partners’ in the ‘free world’ capitols of Washington, London, and Brussels. This is why we look to Greek, Bulgarian, Armenian or Azeri analysis of what’s actually happening inside Turkey at the moment. And they are confirming that, despite the self-serving nature of Erdogan’s narrative that US-backed Gulenists were behind the coup, the fact of the matter is the senior coup officers were members of a NATO rapid reaction force and at the very least, Washington let the coup happen without warning Erdogan (unlike the Russians and Iranians who did warn Ankara). At worst, Washington used ‘moderate’ Islamist Gulenists whose networks the CIA had facilitated and helped fund for years if not decades like the cult leader Gulen himself in an attempt to overthrow Erdogan and install Erdogan’s ex-Prime Minister Ahmet Davutoğlu in power.
