In his weekly address released today, President Barack Obama referred to unborn babies as “unborn babies,” while noting that Puerto Rico’s debt problems could lead to the laying off of workers who are doing mosquito control there to fight the Zika virus.
“Doctors can’t get medicine to treat newborns unless they pay in cash,” Obama said. “And as the Zika virus threatens both the island and the mainland, workers dealing with mosquito control to help protect women and their unborn babies are at risk of being laid off. “
Obama referred in his address to the Puerto Rico Oversight, Management, and Economic Stability Act, which passed the House on Friday.
“The bill establishes the Financial Oversight and Management Board to oversee the development of budgets and fiscal plans for Puerto Rico’s instrumentalities and government,” says a Congressional Research Service summary of the bill. “The bill establishes procedures and requirements for Puerto Rico to restructure its debt and designates the board as the representative of the debtor.”
