On December 3, 2013, Ohio state senator Capri Cafaro (D) introduced a bill that would require Ohio parents to be investigated by social services before being allowed to homeschool their children. It was called “Teddy’s Law” to honor a 14-year-old boy who was abused and beaten to death at home.
The Home School Legal Defense Association (HSLDA) approached the matter with weapons drawn. They pointed out that the child’s abuse had nothing to do with homeschooling. The facts were that social services and law enforcement did not act on reports from school officials and neighbors, not until it was too late and Teddy was dead.
